Leaders of the Chinese Communist Party have distributed a “secret memo” to party cadres that warns of the danger of “Western constitutional democracy,” “universal” human rights, and other ideas communist leaders claim are nothing but pretenses to seize power. In the meantime, repression of critics of government policies, Catholics, Protestants, and members of the Falun Gong has intensified.
